Periodical Update

Steve,
I updated the periodicals. The only error I got was a PHP notice which I've gotten before, but I don't know why we are getting it or how to fix it. Since it's just a notice, the program can continue.

I also noticed that the difference data (periodicals in database/csv file) is incomplete in the CSV file. I'll have to look at it to try to see what's wrong.
